Nick Fury secretly arranged for the number one international spy agency, that he founded and ran, to be completely infiltrated and controlled from top to bottom for decades by the number two spy agency with nobody suspecting anything, and then it turns out that he’d been running both organisations all along.

He wins.

Just the most memorable thing about Spymaster from my recollection was Ghost treating him like utter dirt and killing him in Ghost’s debut appearance.
