The only information I know is what's in the article link. Wasn't the first season a midseason replacement? That would explain the 10 episodes. For seasons 2 and 3, I think I read an article that the 18 episode count is what was negotiated with Queen Latifah. As for Season 4, the short season is due to the actor's strike delaying everything. Most shows are having short seasons like that.
