Who is the strongest magic using character that Satoru Gojo or Ryomen Sukuna from the Jujutsu Kaisen Manga could defeat?

This is Sukuna as of the start of his battle with Gojo, so He has access to the Ten Shadows, his Domain, and the ability to incarnate

The easy answer (once again) is whoever the most powerful glass cannon mage is. Sukuna and Gojo are fast, so a mage without super speed, auto shields, or enhanced durability would lose despite whatever offensive power they have. Zatana springs to mind.

JJK protagonist Yuji has done stuff like block projectiles stated to move faster than sound and created sonic booms from his running starts. He has since generally gotten stronger and faster but still struggles to keep up with Sukuna. And Maki Zenin does at one point outmanuver an opponent that's flying around at mach 3 IIRC, while she's restricted to running and jumping. She also has issues dealing with Sukuna while being backed up by Yuji and Sukuna's new vessel not co-operating properly.

He's pretty darn quick.

Additional notes

Both Gojo and Sukuna had super strength that operates in the "tear Skyscrapers apart as a result of fighting people" tier. And can heal from extreme damage

Sukuna's main form of offense is an as yet unknown technique whose primary use is invisible cutting projectiles of two different types. One has no special features, the other automatically adjusts so that it always uses enough force to cut through defenses. Sukuna also has some potent pyrokinesis, though the exact details have yet to be explained.

Sukuna also has something called a Domain expansion, which makes it impossible for his attacks to miss. The radius is several hundred meters, and the first time he used it he lunched so many of his cutting attacks that he basically Thanos dusted a section of Tokyo.

The current Body he is in gives him access to a selection of summons, the most notable of which is Mahoraga. Mahoraga is slightly below Sukuna in terms of physical stats, has a special sword that does super effective damage against curses, and most relevently can adapt to an enemy's powers over time, both their offensive powers and defensive ones. Note that Sukuna is also good enough at the powersystem of this setting that he can copy some of Mahoraga's adaptations onto his own techniques.

Sukuna can also incarnate into his original body, which will fully heal him and also allow him to exploit his setting's power system to buff the power of his moves to a nebulous degree

As for Gojo, he's got special eyes that give him superb detection of cursed energy. He combines this with his primary technique of Limitless to create an automatic defense that manipulates Space in order to gurantee that attacks never reach him. He can also use Limitess offensively, to repel or attract foes He can also create a prjectile that effectively erases things from existence. Gojo also has a domain with the guranteed hit effect, those his is more of a pocket dimension. His domain also has another special attack that stunlocks foes by flooding their minds with unlimited amounts of information
