While Books of Magic came first, I believe Gaiman has denied that Harry Potter specifically ripped it off.

DC power had three good segments with Crispus Allen as Spectre, Nubia and Bloodwynd.

I prefer the supernatural characters sepera the DCU and in the Sandman Universe but I'm fine with them in the DCU if the stories are good.
