Basic question. Why would they?
Marvel comics are currently mainly bought by a small yet dedicated group of collectors and fans, many who are 40+ years old and became hooked in the 1980's and 1990's.
Long running smaller publisher titles like Cyberforce seem to mainly still exist for the very same reason but with an even smaller dedicated fan group. Especially since unlike Marvel and DC characters they never gained widespread pop culture recognition.
Infact even if the planned cartoon would have been made, it's likely they would have still faded into obscurity again because of simply being an obvious derivative product of the 1990's, which likely also makes it difficult to draw in new fans, since the characters are so thoroughly 90's, that without the sense of zeitgeist their appeal is likely fleeting.
Furthermore since the last crossover with the X-men (2007 if memory serves me right) Marvel not only gained a bigger footing within pop culture thanks to the successfull MCU movies but were also acquired by Disney, which could make crossovers more risky for smaller publisher like Top Cow because of bigger demands by the the former.
Whereas in the past both publisher might have seen it simply as a curiosity to gain some sales from each others buyership, now Marvel management might think they are giving more than they would recieve from it and make demands according.
Not to forget that putting a transplant X-men character in charge of one of their own super hero teams could create the impression that they don't have enough faith in their own IP being able to sell anymore, hence needing a "big league" character (though Cable would still look less desperate than putting Wolverine there).
In the end, it's obviously possible, but it seems very unlikely to happen.
If they get Marc Silvestri to draw it, they can mash together all the mutants and Top Cow characters they want for me

You already have Stryker which means you don't need Cable.
Feels like a solution trying to hunt down a non-existent problem to solve.
What's funny is that originally, the Cyberforce team were mutants who were enhanced by Cyberdata (think Weapon X), back when Marvel was more generous about other companies using the term. So Cable would not have been out of place in the slightest. And also, even though they mostly subsequently evolved into their own characters, at least on the surface and cosmetically, some of the parallels are undeniable:
Cable / Stryker
Wolverine / Ripclaw
Psylocke / Cyblade
Velocity / Shadowcat
Colossus / Impact
