    The new 52 took him back to his original writing and character guidelines, a guy who was good with tech but nothing special when it came to intelligence. Hence why new52 Tim without the convince of witnessing the Dick perform the move only the Grayson's were known for failed to figure out batman and Robin's identities.
    I don't think the New 52 is a good barometer for Tim...

    Is he? Can you provide a source?

    Tim is actually called "formerly the worlds's second greatest detective, now the worlds's greatest detective" (Bruce had amnesia at that time) in Robin War #1, and Dick was called that afaik only in some sort of Who is Who, or Character Encyclopedia, and how canonic those books are is often really questionable.

    A source ? Was there a group a society a board that declared Tim he was greatest detective??

    They tried in the new 52 and it didn't really work cuz they are too complex to be labelled as one defining traits.
