I thought it was cheaper to license them out to independent publishers such as IDW?

It is cheaper.

Because all IDW is doing is paying for the right to print and produce the book under IDW's conditions.

IDW's cancellation level is WAY lower than Marvel's.

Taking the last numbers of IDW books from March 2020 on comicchron

Top IDW book was 20K Transformers vs Terminator #1.

TMNT ongoing was 15k

Over at Marvel Black Panther, Ms Marvel and Falcon and Winter Solider would be top 6 at IDW. They were all below 20K and Panther was at 13K. Panther would be third best seller for IDW.

Uncle Scrooge #55 was at 3K at IDW.

Now I am guess Marvel is doing Scrooge here because of the WRITER. Which is interesting considering he's doing TMNT book.
