This decide to go head to head to determine who is the best there is.

Both are in charactef, doing this out of a sense of competitive spirit.

The fight takes place in the city of Ba Sing Se

They did that once. They wrecked the secret base bad enough that everyone else had to work together to make them stop before the Fire Nation found them from the shear massive amounts of bending they were doing.

That said, they are doing this in the middle of Ba Sing Se, so I can see Toph being willing to throw power around cavalierly, while Bumi might worry more about all the other people of Ba Sing Se.
