    Wasn't that specifically because Gail Simone wanted to have Cassandra Cain in the books but the higher-ups didn't allow her in the Batgirl books, i vaguely remember Gail Simone talking about something like that?

    I don't disagree with anything you said. I was just pointing out earlier that there's a difference between creating new characters when there are available ones still being published than characters like Alan and Jay who weren't.

    Grant Morrison created Zaueriel for their Justice League run because they couldn't use Hawkman. So often times a new character is formed because they can't use an existing one.

    ^^^I've heard the same thing about Morrison’s Willoughby Kipling, as a stand in for John Constantine in Doom Patrol.

    Would the Watchmen fall under this umbrella?
    They were originally supposed to be the Charlton Action Heroes.

    Yeah as DC didn't want to poison the Charlton brand. I'm curious how that story would've shaken out had they committed to using them.

    Would they end up creating new characters to fill the old mantles?

    What would have happened?

    Charlton Actions heroes would have been Who's Who instead of Who's That!

    Watchmen had a movie and a tv series! Oh, and a somewhat successful graphic novel, too.

    Charlton action heroes are obscure also-rans.

    Why would they need characters to fill their old roles? DC has 100s of minor characters on the shelf in Limbo.

    P.S.

    Maybe Alan Moore would still be speaking to DC also.

    Where is Zauriel now?

    Watchmen had a movie that was contentious at best, a tv series that lasted one season and was rather quickly forgotten about (admittedly it wasn't bad at all) and follow ups to the graphic novel that no one liked. The original novel itself is often scapegoats for causing the Dark Age of Comics because of people using it as a blueprint.

    The Charlton characters' problems are due to a lack of investment by DC and little presence outside comics. Nightshade at least has her appearances in Suicide Squad and Shadowpact, and Question is still fairly well known thanks to Justice League Unlimited.

    All true.

    Charlton Action heroes have had Zero movies, Zero television series and Zero graphic novels that are famous or infamous. (Peacemaker may be an exception depending on what you think about the show.)

    DC's lack of investment is standard operating procedure in 99% of it IPs.
