Let's be real the only mutants that Scott is even friendly with is Magik and maybe Kwannon. The rest he definitely doesn't trust. This is a team from Rosenbergs nightmares.

the more i see comments from the writers, and people here, i have to wonder if cyclops is fit to lead any team. i have to wonder if the teams will ever come together to discuss their divergent philosophies.

I think he trusts Kwannon, as it appears the writers have subbed her in for how he used to trust Betsy back before the two halves were split.

Hank, well, this is technically a Hank from earlier in his timeline - back from when he and Scott were actually close, and maybe he figures his fall into villainy and his tendency to blame Scott for everything (while forgiving others of doing the exact same thing) both seemed to start at the same time.

Juggy? Well, reliably powerful is certainly a thing. He's been on a touch and go redemption arc for a while.

He got to know Idie better when his teen self was being devolved into the most incapable costumed character in Marvel. I don't blame any fan of his from blocking that series from memory, as I wish I was capable of that.

Quentin sounds like editorial mandate to me. I suppose Cyke needed a telepath for when Kwannon is required to be silent and his choices were Quire or nobody.

Juggernaut and Kwannon were both on Cyclops's makeshift Uncanny team during Age of X-man, and Juggernaut has really proven himself during Fall of X. It makes sense that Scott would trust them both and willingly add them to his team.
