Tim's been directionless since they introduced Damian. They should have never introduced a new Robin without a plan for what to do with the old one. They had something going with the Red Robin thing but then DC 52'd itself.

Tim still had the solo Robin book as Red Robin while Damian was stuck with either Dick or Bruce. New 52 deciding to end the Red Robin solo while Superboy was the only other YJ member to get a book and Red Hood suddenly turning good and getting a book with two of Dick's friends hurt Tim. Tim at least had some presence during New 52 up till Batman and Robin Eternal. Faking his death in Detective and then following up his return with Bendis' Boring Justice made people fall out of love with him.

He shouldn't have been killed in the first place, sooner or later.
It's not the character's fault, that DC is too stubborn to make Tim completely graduate out of Robin mantle and do something else.
They don't really explore Tim as they should.
He should be the Robin who has one foot in Batmans world and one step out with having a parent(s) alive and being from Bruce's world of upper class but the one who ultimately embraces Batmans shadow.
Too stubborn? They tried, nothing took off. They tried to Nightwing him twice, they tried him as Batman Beyond, they even brought in an alternate realty version of him to go all Red Hood. They made him Robin again after everything else was met with indifference, but of course that too was just met with more indifference. Its not DC that was stubborn.

Damian being killed was Morrison's original plan for the character. It wasn't related to Tim.
It's likely DC originally planned to make Tim takes the Robin mantle after Damian's death, but that plan changed due to many different factors (even Snyder wanted Duke to be the new Robin at first).
This just shows how DC never thinks ahead. They should have had a back-up plan for something like this happening. If it wasn't Damian, it could have been Duke years later. Time changes, and so do people's preferences. You can't just assume everything is going to stay the same. It has been almost 20 years since Damian showed up, and they still haven't figured out what to do with Tim. This is why I always say Jason got lucky by being killed off.
It's because no writer has an original idea for Tim. The last idea anybody had for him was to make him Nightwing lmao.

Like you said they had something going with RR till DC 52'd itself.
That was the plan for the outgoing Robin till bigger whole Universe plans nuked his RR direction.
Damian was supposed to die. Snyder had been promised a clean slate with Morrison's Toy back in the box with Snyder's own original character becoming the new Robin after Damian

DC could have and should have kept him doing his Batman lite thing he was doing as RR when they restored his Robin past in Rebirth.
It wasn't unique but it was much better than what we have now.
It's asinine still trying to lay blame on any new arrivals/replacement Robins after 20 years.
If after 20 no writer has an original/good idea for Tim then why not lay off till a writer with a good/original idea comes along?
His whole back and forth with his identity has become a meme. It's taken over the his character. we have more discussions about his identity/next direction than we do the character or his plotlines in his last solo/Batman/Nightwing/Knightmare whatever comics he pops up in.
If anything the repeated attempts to relaunch/rebrand have been detrimental to the character.
Current Tim is a patchwork. More fanon than canon.
His Bio in last years Pride anthology states he's a coffee addict who hate other people being Robin. That is fanon Tim. while I don't think his bastardised comic character is the reason for the Tim Hate. I don't think it helps.
