Basically the Wizard and Mad Thinker are going to pull off Zemo's old Thunderbolts trick (because who would ever expect that trick to work again?). As a legitimate superhero team, they're going to be able to access the database on other superhuman teams.

Naturally, they're not going to use their normal villain names.

Wizard: Egotistical enough to be able to play the Team Leader. Belives himself to be the real brains behind the operation.
Mad Thinker: Believes HIMSELF to be the real leader.
Blackbox: As a technological equivalent of a telepath, he's vital to the plans, but believes the organization to be a equal partnership.
Chameleon: The one that really has to deal with pulling off the disguise part of the plan.

Shocker and Trapster: The muscle of the team and the two that were brought in form when you actually need the "super heroes" to actually fight people.

The North Dakota Team THE SUNSET RIDERS




The Team is lead by (of course) Dakota North, who's usually just a private investigator in New York, but this gig pays a lot better.

Also consisting of ...

Black Rider: In the real world, the Black Rider wasn't that popular or well known a hero, but in Brazil the character really seemed to take off and ran for over 245 issues. So I want to take that idea that the western hero went South as the days of the wild west came to a close and other men continued to pick up the role and mantle. Now, much much later a descendant has again take the identity and is going "home" to the American West.

American Eagle had previously told Tony Stark to shove it. He was asked to join an Initiative team due to a paperwork error and frankly got a kick out of the fact that they were still going to pay him even after he told the big boss to get lost. He doesn't care to much about the rule or if they fire him, and is probabaly the biggest badass on the team.

Red Wolf: While American Eagle embraces the modern ways, Red Wolf embraces tradition. They get along like two fans of rival sports teams. Insulting each other at almost every opportunity but still being friendly. They're also the two that are quick to call out how non-Politically Correct this whole thing is.

Bison: Your typical brute strength low intelligent guy.

Vagabond: Former associate of Captain America, she's trained in martial arts and espionage. She was placed on the team to add some color and some class and resents just being the pretty face.

The Captain (Captain Dakota): He gets paid to hit people very hard. The rest of the team mostly just leaves him alone and let's him get drunk. He's yet to actually realize he's part of a Government team and probabaly wouldn't take it well if he discovered it.

Cougar: Claims he's worked with X-Force and the New Mutants, but nobody seems to remember him. Also claims he's one of those savage clawed anti-hero types witha mysterious past, but that's mostly just because nobody has ever bothered to look in on it.
