Sakura is going to dash and Jubilee and Jubilee is going to start blasting.

I don't know how fast Street Fighter characters are supposed to be. If Sakura can reach Jubilee she'll tear her apart. If she's not fast enough to cover the distance, Jubilee will nuke her.

Yep, that's pretty much it.

Sakura is likely stronger, but only through scaling to Karin, and not through many concrete feats of her own which are - as usual for many fighting game characters - weirdly lacking.
