Feels like at one point Perry was about (or almost) as essential to the Superverse as Jim Gordon was to the Batverse.
When did that change? When did Perry's status get noticeably diminished within the franchise?
I think it may been after when Lois learned The Secret back in 1991.

Back in the silver age, Perry and Commissioner Gordon got zapped by some alien artifact in Superman's Fortress of Solitude, making them younger and giving them an irrational hatred of Superman and Batman. Perry became Anti Superman and Jordan Anti Batman.
I think it is just a natural result of Clark Kent being written out of the Super-verse. When was the last time we had a story where Clark actually appeared interacting with people that didn't know he was Superman? The lack of everyday life stuff means less scenes with people like Perry.

I don't really think Perry's decreased role was ever result of that. I'd love to see Clark interacting with people who doesn't onow he's Superman, that'd be great. But, Perry White just naturally lost his place in Superman.
The 1970s when Clark went to TV. I'm sure Perry had a brief resurgence during post-crisis, but his role in Superman was always going to be lesser. There's not much you can do with a newspaper EIC.
