battle takes place in an abandoned Tokyo. All Might One For all and no time Limit, but is otherwise at the limits of power seen in the show

If this was All Might in his prime he might be able to blitz, but I don't think main show All Might quite has the speed before Mags gets a shield up, at which point he's considerably out of Toshinori's pay grade.
