I only read the first few issues of Red Hood & the Outlaws (because I couldn't stomach the way they were portraying her), so I only had that to go on. And the difference between Kory there (and a few other places) and Kory in her solo was so wide I wasn't sure I was reading about the same character.
But that's just me. I am reading RH & tO now, and mainly enjoying it.

The Outlaws book also basically rewrote all of Starfire's important moments with Dick and in place used Roy and Jason too. So there is zero foundation for an important relationship between Starfire and Dick and she should be closer to Roy given he was the one she was sleeping with and dating as she resolved her past and her family problems. Dick wasn't involved in any of that now. Roy and Jason were the ones that helped her.
RHatO was pretty much thrown out the widow when it comes to Starfire almost as soon as they took her out of it. So i wouldn't put much stock into it's rewrites.

And im sure they'll continue to pretend like it never happened, like they have been doing when it comes to Kory and RHatO since they took her out of it. So what if its canon if its continually ignored and has no real influence on what they do with Starfire going forward, or on how they portray her relationships. RHatO's rewrites have meant nothing outside of RHatO, and i wouldn't expect that to change anytime soon. Hell RHatO doesn't even adhere to its own rewites. Flip flopping with Jason's origin and what have you. Nevertheless DC doesn't seem to care that its canon and Starfire is not portrayed as being closer to Jason or Roy then Dick, regardless of RHatOs rewrites.

Not like Starfire has had many opportunities to interact with Roy and Jason. They are also under different editorial departments now too. She's only been in one issue or so with Roy since Rebirth which was that dreadful Lazarus Contract story and I believe there was a slight reference to them being close. Still, they are going to reappear in Outlaws in Rebirth and I imagine that their past stories will be referenced. So nothing so far has shown those past stories to not have happened. Meaning that it was Roy and Jason that went with Starfire to help sort out her past and not Dick.
They are basically ignoring everything that happened with Starfire in Red Hood and the Outlaws. Rebirth's biggest flaw is that the writers want to have their cake and eat it too, ignore all the stuff from New 52 that people disliked,keep some of the New 52 stuff people liked(or writers want to push) and bring back stuff from past continuity that was more popular. Unfortunately,this means that certain character relationships and characters get shafted and no one is clear on what happened in the past.
She's had as many opportunities to interact with Roy and Jason as she had with Dick, who is also under a different editorial department, but it wasn't Roy or Jason who popped up in her solo and they still reference her relationship with Dick far more then they do her relationship with Roy or Jason, despite RHatO's rewrites. My point isn't that they didn't happened, but that for all intents and purposes outside of RHatO they don't matter when it comes to Starfire.

I also don't get the the thing where people think she slept with Jason though? Nothing in RHATO showed this, really, at all. I guess there was a hint in the first two issues or so but then we saw it wasn't the case in issue six.

Issue one had Jason comment like a frat boy that he slept with her, but then after Starfire's reception they obviously backtracked and did an issue months later showing that it never happen. Though people jumped ship at that point.
