I love Swarm and think he’s seriously underutilized. Yes, he’s goofy but he’s still uniquely menacing. I thought Todd Dezago and Mike Wieringo (RIP) did such a great take on him in ‘Sensational Spider-Man’ towards the end of Ben Reilly’s run as Spidey. It gets overshadowed by the end of the Clone Saga which came immediately after, but it’s a really fun story.

Additionally, Dan Slott had an idea for a Swarm story called “Nazi Gold“ in which he would’ve sold honey made from his bees at a farmer’s market. Since Swarm is basically a dead Nazi scientist that’s been consumed by bees, honey made from him would’ve turned everyone else Nazis who had bought it. I get why this story would’ve been tough to pull off, but I’m bummed it never got through the planning stages.

Dan Watters' Azrael was incredible, a constant delight and perhaps too good for this world (but not the Forth). For the love of St. Dumas, DC, give us more!!!

I guess I could vote all of them.

My top five would be the Lizard, the Kingpin and the big three (Green Goblin, Doctor Octopus, Venom)
    Sincerely,

Green Goblin, Venom and Doc Ock have to be there. After that it gets more tricky. I'd probably choose Hobgoblin if he were an option.

Without him I'd definitely go for Mysterio. For my money he's been in the most enjoyable and creative stories of the other options. For number five, I feel like I should go with Kraven because of KLH. I don't actually like him that much as a villain though and since his death and return he's been quite a frustrating villain. I think I'd round off the list with Electro, who again has been in quite a few fun stories and has a great design.

Definitely, another fave would be The Tarantula (both the human version & the mutated version):

Tarantula is one of those lower B-tier foes they mistakenly killed, but have brought back right(as a clone or other means I forget).
His classic Spectacular Spider-man #1 cover alone should keep him alive and recurring in some manner.
