I would probably go with a Watcher. I vaguely recall an issue or two of Thor where Heimdall was unable to see certain threats to Asgard, despite the fact that it's his job to be ever vigilant. A Watcher doesn't have that problem. That Heimdall can't see a threat is an event in itself that the Watcher can perceive, including all parties to that event, seen and unseen. Otherwise a Watcher wouldn't be able to chronicle the various occurrences in this and other realities.
That said, it has been noted on many occasion that the Watcher isn't limited to the conventional definition of "sight." Many of their powers are actually psionic in nature (hence the big head).

Didn't Uatu get sucker-punched by the Red Hulk? I know it's Loeb, but still it's canon.
I's only canon until another writer comes along and presents a new interpretation of the same incident. I mean it's possible the Watcher saw the hit coming subconciously. In any event, as a Watcher it would be totally within his mandate to let the event play out even if he did see the assault coming. After all a Watcher is being watched, too.
The Watcher is also watching multiple timelines and universes at the same time... not just the 616
