She could go back in time and stop herself.
She doesn't need to be killed off. That's extreme. She can be a character who did a terrible thing.
She'll never be redeemed as you cannot redeem someone who commits genocide. At most she can expect is to be tolerated and to spend the rest of her life trying to better Mutantkind's place on the world and working towards ending the hate and bigotry against Mutantkind.
Sadly she isn't doing any of that despite being on a "Unity" team and has only served to make things worse for Mutants while badmouthing them. That and she refuses to acknowledge that Mutantkind does have its own culture and even had their own Nation, Utopia, until the Avengers tore that down.
Death is too easy, she needs to actually work to try and make a difference and help the people that she has hurt the most - Mutantkind.
She's been an Avenger for years and the ignorant masses, who don't know that she committed genocide, love her. Yet she's done nothing with her position, or that love, that translates to helping Mutantkind. Such a waste.
It is worth noting that after restoring Rictor's powers that she did try to form a plan to restore those of mutantkind who wanted their powers back but Cyclops stopped her leading to a chain of events in which she lost that power to reverse the spell. So basically, Cyclops and Patriot prevented her from undoing her spell.
The last time she did a big spell she made House of M and than caused Decimation than caused the Earth to be destroyed in Uncanny Avengers and had Mutantkind serving one of the Apoc Twins. So she cannot be trusted with that kind of power and she cannot bring back the countless Mutants she killed or pushed to suicide after they realized that their friends and/or family really died, without reason as far as they know, and/or they lost their powers due to Decimation.
But if she cannot be redeemed, as you suggest, why not kill her off? Maybe she can partially redeem herself with a heroic sacrifice and let's face it, sometimes killing a character can move the story forward. Look at Game of Throne, would that story would have worked as well if Ned Stark stayed alive? Maybe its time for Marvel to grow beyond the need for character shields and kill certain character off to move the plot forward. I would rather have Scarlet Witch be dead, then have her be the one dimensional self hating mutant straw man so many people seem see her as. If she cannot be redeemed I do not see any real direction to take the character in and maybe she should die in that case. It seems like putting the character in an unfair place, where she cannot be redeemed, but cannot die, puts the character in limbo and limits what stories you can tell with her. The character is written into a corner, if that is the case, maybe its time to take an extreme option and kill her off.

Because killing her off is too easy, she needs to spend the rest of her life for the betterment of Mutantkind. That will be her punishment and can serve some good for Mutantkind as the Scarlet Witch is a "Beloved" Avenger and has the people's popularity that could easily be used to help push the message that Mutants deserve to be treated as equals and with respect too.
Then she should be given a chance to be redeemed, if she makes real efforts to better mutant kind and atone her previous actions, is that not an good chance for character development and an actual interesting redemption story? If not I don't see any reason why she should not be killed off so we can see story telling potential from the fall out of her death. I say either move the character forward or kill her off, having jut be the rather non nonsensical, unsympathetic, rather one dimensional character she is now, over the stronger more developed character she was in the past, does no one any favors. If the character is going to be constantly static after what Bendis had her do, maybe she should die.
I think the fact she had no real role in reversing M-Day robs her of agency and chance of redemption and leaves you with very little to do with the character at this point.

She can't be redeemed because the people that died from losing their powers aren't alive to forgive her.

She's never gonna redeem herself for her actions, there are always gonna be mutants who consider her as murderer.
Didn't one of these threads get closed not too recently?
Here's the truth. A writer can write her "redeemed" in the comics, and readers can say yay or nay.
So...it's up to you, yourself, and...you.
