Since Black Marvel and Hyperion aren't that popular, it wouldn't make sense for Marvel to make Electro stronger so he could be a better foe to them.

Even with the low reviews of ASM2, he's still one of the most prominent Spider-Man villains by virtue of appearing in a film.
    Sincerely,

Yah I do, just funning with you. He was really powerful when introduced, but like many villains he had an achilles heel. I thought it was a pretty solid character, though it was an example of well-trodden ground. Morlun fits with Spider-verse, for me, mainly because of his motives. I don't really expect him to be a problem for anyone so much as a reason for them all to get together.

Electro and Spider-Man could also be compared/contrasted in another sense. People both in-universe and in the fandom talk about how Peter/Spider-Man isn't living up to his full potential in either identity, depending on which side of him they interact with more. Electro is someone who's potentially godlike or close enough in terms of commanding an elemental force that also forms the foundations of so much of modern life, but he acts and thinks more like a petty thug and thus doesn't really begin to tap that potential. It almost writes itself.
The spider is always on the hunt.

I like the idea of a guy who eats totems. It means a certain subset of heroes is sort of screwed, regardless of power level. Makes those guys think out of the box.

And imagine, Morlun chasing after Rhino, Spidey, and Panther. It would make for a great team-up!
