I'd go for the "everyone is wrong" approach. Avengers aren't building any bridges, the JGS is hopelessly mired in infighting, and Scott somehow thinks he's honoring Xavier by Helter Skeltering in Canada plotting a mutant uprising.
It's actually a little disturbing how many people feel that the X-Men direction should be to hunker into Weapon X and form a fringe militia.

WHere's the third option that showcases, that Cyclops was right TO AN EXTENT... I mean you have to place the blame on this on some of the X-writers for leading Cyclops this way.

The story took Captain America's side and will always take Captain America's side. It doesn't matter what real-world arguments you can use to justify Cyclops out-of-story, because in-story will always be on Captain America's side.
