Are there any cool looking characters in comics that you felt looked incredibly cool and deserved more devlopement, personality and backstory? I am primarily talking about villain of the issue type guys who have next to no or very little backstory.

I love Catseye from the Ostrander Suicide Squad. I would ove to see him in Arrow show up in some sort of jungle seting.
