He is talking about her, but then he goes to say the world's population won't take much persuasion, because their human nature lacks empathy for those considered lesser.

I'm going to say he's talking about the population.

He mentions the world he's going to create and. He states it will take little persuation, then explains why it would take little... because the population is indifferent. It's sort of using standard essay format.

I was confused by the suggestion of storage, and maybe thought the X-Men at one stage were considering it. Not this death, but maybe another death of Xavier, or hasn't Xavier dead in the X-Men's presence before?

You know. Like mags and Xavier are like brothers, or something to that effect?
