Technically, the rights to cartoon characters are not the same as movie rights. That being said, there seemed to be a desire for synergy.

Yeah. Im 90% sure marvel has had xmen cartoon rights, but just like with toys and gsmes, they had no interest in using them without 100% control everywhere

They definitely have the rights to cartoons (I think toys are more ambiguous - as long as the toys are clearly not movie-related toys, they have the rights to them too). But, yeah, they seem to have avoided using them outside of comics if they couldn't leverage the movie cross-promotion.
