Okay, but here's the thing.
Issue 40 did not finish the Donna Troy story. That was completed in the annual.
Which means that 45K people bought the second last part of the story, but less than 30K paid extra to read the finale.
In other words, 33% of the people who had been reading this story decided it wasn't worth the money for an annual to read the ending.
If ten years of recording The Young and the Restless for my mother have taught me anything, it's that characters in serial dramas are always happily in love...until they're not

Perhaps some folks didn't buy the Annual because David Finch didn't draw both stories in it?

From #41 at 45,284 copies to #56 at 36,668 is one heck of a drop.
The slide of 15 spots on the list counters the 'everything was in a slump' argument as the position wouldn't have changed, just the totals.
Many people will give a new creative team one arc to hook them (6-8 issues) and a loss of this many issues immediately following the wrap-up of the Finch's first arc is pretty telling.
And not much above Azz's last issue (35,968).It looks like the Finches didn't bring a lasting improvement in sales.
Maybe their sales bump would have lasted a little longer if not for the costume. But at the same time, when a lot of people jump off after (or, in this case, just before) the end of a run's first arc, that probably means they gave it a good chance and weren't sold on it.
Could be a fluke. Could be the start of a pattern.
