Deadpool is an X-character, having debuted in New Mutants Vol.1, #98 as a villain. He's been tied to the X-franchise ever since and appropriately so.

Spider-Man isn't a part of the X-franchise. He is his own franchise. Yes, he is friends with the X-Men, he's teamed up with them on occasion.
