Barry has the ability but as shown countless times Barry doesn't use it that often. Certainly when he's chilling at home checking what he can chow down on in the fridge, talking to his main squeeze on the phone, Barry isn't paying attention, so he's not in a state of heightened awareness.
I wondered about this with the softball game in the previous episode. You'd think that he couldn't shut off his powers and he would naturallly have quick reflexes--but it seems to be built into the show that Barry has to actually access the Speed Force for his powers to work. He's not in a permanent Flash state--otherwise the world around him would seem incredibly slow all the time and he'd have a hard time relating to the other people around him.
Everyone I'm sure caught that the architect was talking about improving the Gotham City skyline, but did you notice that he was talking to "Novick" on the phone? As in Irv Novick, Batman and Flash artist supreme.
Can't help but think having had the more comedic and insane Peter Merkel Jr. Secret Six version of Ragdoll would have been more interesting to see.
