His Swamp Thing run was FANTASTIC, actually. It was my second favorite run of the character, after Alan Moore (obviously), though I think at this point it has been eclipsed by Soule's run with the character.

Because he's making a lot of money and having a lot of success on his creator owned work. When his creator owned work stops selling in large numbers he may take on a DC or Marvel project to bolster his visibility a bit, but right now they aren't going to be paying him more than what he makes off his own books, much less what he'll make off the collected editions and, finally, the movie rights, which is almost a foregone conclusion with his work right now.
It doesn't make any logical sense to go do "Superman" or whatever, and Millar is nothing if not pragmatic.
He's specifically stated that he wants to adapt his Superman movie scripts into a maxi-series and that he has a JLA story left to tell. He wants to do them because he loves the characters, and I'm sure he'll make a pretty penny when they happen. Pragmatism is no replacement for passion. He doesn't want to do it with analogs like he's done so many times. He had specific stories set aside that he wants to tell with the genuine characters.
The art has been revealed to be for a Jupiter's Legacy prequel, so maybe its unrelated to his comment or he seriously over exaggerated the bit about the characters being "huge".

Arguably both. It's pretty solidly entertaining, but he's very clearly going for a "greatest hits" mentality in terms of covering the themes of his past works. It's basically what would happen if you threw the Ultimates, Red Son and Superior in a blender and had Quitely draw it.

He could work for DC at any time. They'd love to have him.
He has chosen not to. Because he is primarily a pragmatist. Yes, he's a fan, but he's happy to do his own things on the side that ape classic characters and mythologies and package them as something new.
I have no doubt that at some point, when he needs the exposure, he'll go back and do a company owned project or two. But not until it serves a greater purpose in his career.

Jupiter's Legacy is great but I would wait for the trade as it takes ages for each issue to be released.
It's an entertaining comic crippled by a non-existent release schedule.
It's not trying to do anything bold or innovative (at least I hope it's not) but it's consistently fun and clever.
As for Quitely's art, well in my opinion he always looks great but it's hardly A-class Quitely art like WE3 or All-star Superman. I'm starved for new Quitely art so Jupiter's Legacy is hitting that for me. When it, you know, bothers to come out.
