Not really. Oberyn died in a "fair fight" and everyone pretty much knew what the Mountain had done, anyway. The key point was trying to finger Tywin Lannister as the guy that gave the order, and the Mountain didn't do that...only admitted his personal responsibility.
So Dorne will still want the Mountain dead (if he isn't), but it's unlikely they're going to war against the Lannisters over it. Any repercussions would probably have to be subtle.

People tend to be less than rational when their brother is brutally killed, especially if the guy killing him is boasting about how he killed your nephews and killed and raped your sister at the time.
Tywin wants/needs the Martells back into his alliance, and no way is that happening now.
You assume a lot. As I said, the repercussions would be more subtle than simply snubbing the Lannisters.
For all folks-who-haven't-read-the-books know, Oberyn was the black sheep/outlier of his family, and they're not all fiery revenge-seekers like he was. They may be just as opportunistic as the Tyrells, and see Oberyn's death as a good way to draw concessions out of Tywin Lannister to secure a favorable alliance for them.
Loyalty and honor don't count for much in the Game of Thrones, after all, and those that cling too strongly to them seem to have a habit of ending up dead.
If Dorne really wanted the Mountain to die, they would have already sent assassins to make sure that happens. I'm sure Dorne could have hired Faceless men or other assassins that even the Mountain couldn't withstand.
Prince Doran is probably not thrilled that his brother died trying to avenger their sister, but if he hasn't taken action yet (it's been like 18 years since Elia died), he's either not going to, or he's just like Tywin, playing the VERY long game.
