I'd like to think the older hyper-egotistical Doom would consider it extremely beneath him.

I meant 'publication' older, I guess I should've said 'eariler'. He didn't think shrinking zoo animals was beneath him, or anti-FF graffiti.
I think given such a broad stage to plug/show-up not just other countries but himself, no matter how petty, early Doom would go at it.

There are conditions to entry, so that means Latveria would never have participated - Doom would be disgusted at the very concept of following someone else's conditions. Instead, as with the Warsaw Pact, he runs his own copy of Eurovision.
