Given Ness at his best (At the end of Earthbound) Was able to fight Gyigas and not instantly die puts him above a tier of the angels. As he visited all the sacred spots and defeated all those guardian bosses, he was channeling the mojo of the freakken planet.
There is no feat pre say as to what it does in a cut scene, just that it does a great deal of damage in game. Kinda like Final Fantasy physics in that attacks all have power levels, just not always broad casted in cut scenes/stories.
Gyigas is a psychic enitiy who is a threat to all time and space.
Only reason the Earth stands a chance is because of time travel to tell Ness to do his jounery and then he does, and beats him. Though please note Ness is most impressive for actually harming that guy at first, then he needs to channel by brekaing the ofurth wall to break the guy while Paula does Prayer.
So was Solaris. Yet it's dropped by guys who aren't even a city busters. Time Eater? Same deal, minus Super Shadow and Super Silver. For all I know this guy could be on there level or radically above it. Need some more feats there mate.
