I think it could work but one thing all mutants don't have is tech.Genosha or any other mutant city or group relied on their powers and they didn't have good tech so Sentinels came and kabooom.X-men didn't have tech sentinels came kaboom.Same concept.But with Sunspot having AIM in his pocket maybe we can see a cutting edge teched mutant nation.I really loved Genoha and X-nation could be better if writers don't screw it.
