Like that's ever stopped any comic character. If a writer wants to use him, he's easily brought back, not least because we saw him active in the Greek underworld after his demise.
Their powers tie them together - people often forget that Dagger needs Cloak as much as he needs her. He might need her light to avoid having to feed off living victims, but she needs him to take that light or else she builds up an excess that is just as harmful to her as a lack of light is to him (presumably the situation is reversed, if they still have each others' powers). But, while that prevents them spending too long apart, I agree that they could both do with some solo time to let them develop as individuals. Maybe they could agree to take a "break" from one another, coming together every few days just long enough to feed on the light/drain the excess light. Or maybe they could somehow gain a (perhaps temporary) freedom from their need for one another, and decide that, after several years where they were forced to stay together, no matter how much they normally get on, they need some time apart.
