The Dawn of X books were mostly pitched by the writers themselves. Duggan pitched pirate X-Men a year ago after hearing Hickman’s plans. There was an X-Men summit where writers got to pitch their ideas.

JDW did say that they know the formula of a Wolverine solo and what works and what makes it sell, unlike the other trial-and-error runs. So if there is any solo anytime soon, it’ll most likely be for Wolverine and him only.
