Well, both are ridiculously fast, but Norrin has Class 100+ strength, crazy-high Durability and is a very potent Energy Manipulator, so yeah....
Wally's only chance would be Speedstealing.

Given they're moving fast enough for there to be a minute difference- if there is one at all- he's not turning the Surfer into a statue anywhere near fast enough to not get vaporized at the same moment he tries. Or turned into Potato West, The Fastest Teacup Alive, or a Moose or something.

Basically, Surfer can have his way with the Flash, but the Flash's only option, is to attempt to Speedsteal the guy who is as fast as he is.

He can move like Wally (the fastest of the post-crisis Flashes). He mucks about in time on pure speed, travels a parsec in a second to make a precise movement (that was dodged, it's still impressive), and completely searches an entire planet for one specific person in the space of Dr. Strange speaking a couple of words.

Basically, Wally cannot win - Surfer can do all kinds of nasty to him, and Wally's only chance is a thing that requires getting close (which he isn't doing), and a little bit of setup (to steal a significant amount of speed). Against most people, that's no big deal - Wally's insanely faster than most foes - but against someone as fast as he is, nope, not gonna happen before he's The Fastest Tea Cozy Alive.

Given that Surfer can amp his physical attributes via the Power Cosmic it's dubious at best if a speed steal would do anything to him anyway even if he was able to lock it in.

Surfer has several stellar reaction feats that put him at FTL/moving through time speeds.

A comparison between the two would show Wally with more total feats of speed, as speed is Wally's main schtick and this being because the Surfer has an enormous bag of tricks from which to choose in order to defeat a given opponent, other than speed. However, Surfer's top reaction feats place him in the elite on CBR, with only a handful actually being faster than him and Wally.

Perhaps my favorite reaction feat by Norrin is searching the entire planet for one guy before Doctor Strange could complete his second sentence. It's a reaction feat of the highest order:

He actually doesn't need to touch you to do it, not that it helps matters much here.

Nowhere. Just thought Wally and surfer had an equal shot of beating each other , given wallys plot device-ey speed steal
Also curious whether speed steal would even work on the surfer, given hes a time travller himself, and wallys difficulties against the likes of Zoom

Zoom's speed comes from time power/distortion/the result of a wonky time note about his speed, which is where Wally's problem comes from (he can't affect speed that is based out of any such things) the Surfer's does not, he can just travel through time with it.

I'd say his best reaction feat was during his fight with Durok where he showed to have the capability to react to time travel speeds:





Wally, Gladiator, and Surfer may have the same speed, but Surfer is the most powerful of the three. He could stomp them both, let alone just one of them.

On a side note(and off topic): Wally could have a decent chance against Gladiator though. Being the same speed and without Gladiator having the type of attacks that Norrin has, Wally would have a better chance in speed stealing him, making himself faster and gladiator slower in the process. Provided he can avoid Gladiator's punches however since even one punch would turn him into a bloody paste. But if he did manage to speed steal Glad to the point where he is significantly slower than light, all Wally would need to do is slow down and smash him with a punch of infinite mass punch's. Gladiator would eventually begin to lose confidence due to being treated like garbage, thus weakening even further which would make Wally's punches all the more lethal.

Provided Gladiator doesn't tag him before of course, which he has a good chance of doing. So could go either way between those two.

But against Surfer? He'd treat them like garbage.
