For THE FLASH 179 (May '68) Cary Bates wrote "The Flash--Fact of Fiction?"--probably one of the most important stories for the pre-Crisis multiverse. But that was kind of a one-off. Cary doesn't return to the Scarlet Speedster again until 209 (September '71) and that begins his run on THE FLASH that only ends with the end of the title itself in 350 (October '85).

It's easier to list the issues between 209 and 350 that Bates didn't write. Those are: 213 (March '72), which reprinted two Gardner Fox stories; 214 (April '72), a 100 pager that reprinted a Fox and a Broome story; 215 (May '72) and 217 (August-September '72), both had Len Wein stories; 293 (January '81), which had two Gerry Conway stories; 313 (September '82), which had a Mike W. Barr story; and 328 (December '83), which reprinted a John Broome story. Seven issues missed out of 142.

Cary Bates also wrote all the Flash stories in ADVENTURE COMICS, during its Dollar Comics run--459 (September-October '78) - 466 (November-December '79); and the Flash stories in DC SPECIAL SERIES No. 1 (1977) aka 5-Star Super-Hero Spectacular and No. 11 (1978) aka The Flash Spectacular (a 63 page story)
