They are Otsutsuki, but they aren't descended from Kaguya. They are from wherever Kaguya came from.

Basically, at some point in the past, Kaguya comes to Earth and **** happens. Many, many maaannny years later, Kinshiki and Momoshiki come and are like, "Kaguya what the **** did you do here? This is so not standard procedure." Basically, they (and the rest of the clan I guess) are the threat she was building the huge Zetsu army for.
