The first African-American character to ever have his own ongoing is the western character, Lobo.

Although his ongoing only lasted 2 issues, it was intended to be an ongoing, so it is widely recognised as one. The first African superhero to have his own ongoing (not including educational material or one-shots) is Black Panther. The first ever African character to have his own ongoing was Powerman (unrelated to Luke Cage), which was released in Nigeria in 1975. The stories were later reprinted in other countries by Eclipse Comics, however, the series was renamed Power Comics, and the character's name was changed to Powerbolt.

I haven't read them, but I do know that they were set in Nigeria, and made exclusively for Nigerian audiences, so I assume so. Some of the issues were drawn by Brian Bolland (who illustrated Batman: The Killing Joke). Here is a link to a couple of pages he drew on his website.
