Depends on when his powers develop. If they're the "grows as he absorbs sunlight over the years" version, then he is a Krillen styled friend-rival for Goku until Z era, where he starts outpacing him. In either case, if he's at his "standard" levels by the Saiyan saga, he takes out Radditz, nobody talks about Dragon Balls, and no one cares about Earth.

This puts into question Goku's issue with having to get as straong as whoever he fights. Kal El might eventually push him to train a lot, but he misses his afterlife training, and other things. He might end up lagging far behind Kal.

Here's where it becomes iffy. How powerful does Gero make the androids after observing Superman, who I'll spot at Goku's SSJ1 Cell training levels, for the sake of argument? If he's seeing a guy at this level, he'll attempt to get his cells AND make the initial androids more powerful than Superman. So, we have a new 17/18/19/20/Cell, all built around being more powerful than Superman, and a Cell who is missing Freeza cells, but now contains Kal-El cells. Meanwhile, there is no Trunks (no Vegeta), nobody else is nearly as powerful as they would be, unless Goku is just trying to keep pace with Superman and manages to do it. The earth is pretty much screwed.

Then Babadi comes to raise Buu, and since the androids don't have ki, and/or Cell ate the planet and is way more powerful than Darbura or anyone due to absorbing STRONGER versions of 17/18, Buu is never raised. And Cell wanders around the galaxy eating everyone and everything and powering up while doing so.
