By movie logic sure. But did he arrive in a separate vehicle as the rest of those SHIELD agents? If you were nick fury jr, would you go on an assignment with a bunch of random individuals? What are the odds that Russo replaced the one agent who none of the others know or speak to?
I don't like the way that all these blog reviews seem to harp on portraying Frank as just a murderer compared to the likes of Daredevil/Defenders, etc.

It has been great. I was nervous about Frank going "back to basics" after losing the War Machine armor. But so far, so very good. And Jigsaw back makes me so happy. One of my favorite villains.
