Yeah, Joker's featured in three core storylines in the New 52 alone. So in three years he's been in the launch issue, then a five part storyline with a 20-part crossover tie-in series. Then secretly cameoing in a bunch of stuff we didn't realize he was in (still ongoing, too), and now in another five part storyline with a half-dozen crossover tie-ins.
In 36 months he's been in probably 30 comics, covering the span of probably 11 months of releases. I don't think we can discount the fact that utter tedium and sheer volume already exist.
At this point, Riddler is FAR more mysterious and interesting.

Well, it looks like the tie-ins are extra after all. Interesting that Arkham Manor got a tie-in, even though it's done after March, with Gerry Duggan going exclusively to Marvel.
