How powerful is the Monsterverse with prep

Does this include Monarch or only the Titans? I wonder if they could mass-produce the Oxygen Destroyer.

I get a feeling this might be one of those hover around Earth's orbit to win scenarios if we don't want to outright stomp them. Even notorious MCU heroes on the ground woud die quickly against one or two top Titans.
