Wow, two people who should be MUCH stronger than their feats unite!
Based on feats, I guess Shuma has the edge, but it's close.
Based on the abstract power levels of the two, it isn't remotely close - Onslaught dominates thanks to Frank's power. Shuma is something like Odin-y level in narrative - Franklin is hell and gone past that.

Yeah I've gotten the impression that Shuma-Gorath was weeelllllllll above any sky-father. Just from the snippets I remember about his portrayal he's something like a universe-level threat. I always assumed that he could rather casually stomp a celestial, never mind a sky-father.
Onslaught only had access to kid-Franklin's power, so he wasn't anywhere near his "Imma squash a Five-Celestial Voltron with my herald" power levels yet. Personally I think based on portrayal that Shuma-Gorath would obliterate Onslaught casually and then resurrect him for several millennia and kill him a new way each time for fun.
Based on feats: The highest end thing I can think of Onslaught doing is creating a second sun. The highest end thing I can remember Shuma-Gorath doing is creating a voodoo-doll Earth. I kinda think I'd take Onslaught based on just those.

Shuma outside of his realm may be Odin-ish.
Shuma inside his realm is practically omnipotent. Like beyond Abstracts. At least, that's what he's hyped to be. But he doesn't exactly have that many feats to support his hypothetical power.
