So is Goku. Hell, they could blow up the moon very early on in dragon ball. By Dragon Ball Z, the characters were casual-planet-destroying level midway through the Freeza saga.

Which version of Asura are we using here? If its The Destructor, we're talking about something which was punching into and out of being dimension-dumped. He did this twice against Chakravartin; once when he finally made contact with his giant form, and the second when he punched out of Naraka and into the Event Horizon, Chakravartin's personal dimension.

We also have a feat for The Destructor casually tanking a planet-buster when he first transformed i.e. pretty much ignored it being continually shot in his face. Note that it was not just a ball of energy; it was a sustained beam.

Thats like saying that a multi-solar system buster can instantly also vaporize a whole Galaxy.

Also note that he throws planets and stars at you while yer trying to do so. And you need to asplode them.

If Master Roshi and Beginning of series Piccolo can bust a moon then Krillen who is far far far far (add far about 100 more times) more powerful could as well. Especially by using the same technique the Kamehameha

See their have been good arguments on this board on if the Dbz'ers were Solar system busters, to say they couldn't even star bust seems like your setting the bar a bit to low.

No, it has been brought up but was almost immidiately rejected.

And still, busting stars is something entirely different than busting planets, even multiple planets at once.
Except for mayyyyybe Bills and Whis, I see nobody in DB-canon as able to do that.

Raditz's lack of control is a given, he couldn't even sense energy. Come to think of it I don't think King Piccolo could either. Krillen doesn't have lack of control. He actually created one of the best attacks in the series. Pretty sure if he fired his strongest Kamehameha at the moon it would go boom.
