When Everett did the 1950s Sub-Mariner books, he depowered Namor somewhat, for some reason. IIRC, he didn't even have his ankle wings. But during the run he re-powered Namor via advanced Atlantean tech -- the machine you see Namor breaking free of, because he's basically been amped back up.

When Namor says, 'lick' he means kick some a$$. Of course, the other meaning makes the panel hilarious.
