I like her Ms Marvel costume more because she looks like a superhero, unlike her costume for Captain Marvel.

That is also my reaction to the Dave Cockrum design ; 'she looks like a superhero'

Yes it is! Ms. Marvel was an awesome cool looking superhero. I had the same reaction when I saw the black Spider-Man costume for the first time ; 'Now that's an AWESOME way cool looking superhero '

I prefer Carol without a cape, but given an entirely different costume, I could see how you could make a cape work with her. And yes, I'd very much like to see her outfitted in a better looking costume than what she has now. That thing is hideous.
