I remember an interview with Moore and he was talking about Watchmen and said something like, "We were like let's do it like 'Super Duper Man', but instead of making it a comedy let's make it a drama." After reading that and starting to really notice the way Moore uses transitions and crams things full of background details, the Kurtzman influence is pretty obvious.
No, he starts out talking about his proposed comic is all about his experiences and his life, then keeps getting shifting from one crazy event to another. It's like Morrison's positioning himself as King Mob in The Invisibles, but taken to an absurd level.
I'd say there's a little bit of Ennis in there, too, particularly in how the character was drawn. (He looks like a younger Ennis crossed with Jimmy Olsen.)
