If they really are making Magneto into Xorn again, then they are making another huge retconning of the retconning of the retconning. They created Xorn as a well-defined character, then they retconned it into Mutanazi Magneto, and when they realized that it was a mistake to ruin both Xorn and Magneto in a single stroke, they retconned it again so that Xorn wasn't Magneto, but Xorn's evil twin. And now they are retconning it again, entangling continuity and making it even less comprehensible.

It wasn't a retcon when they revealed Magneto had been disguised as Xorn.

Morrison always intended Xorn to be Magneto in disguise. The clues are all there.

Exactly it was never a retcon. There were several hints; when Xorn silenced Kid Omega after he recognised who he was, the iron references in the Annual, how that Imperial Guard guy with the energy powers died.

Bendis already had Dr. Strange imply during House of M that Wanda brought him back. Anyway, I think Bendis is trying to make this new reader friendly, so he's gesturing at the continuity without having too much exposition.
