Celia's parents meant for the Argo Harness to be a tool for exploration not for war.
This is something a writer might pick up on and put her up in space for awhile.
Perhaps do a team-up with Adam Strange.
I only hope DC can see her potential and the right writer has a vision on how best to use her.

When Waller was introduced, people stood up to her all the time, and were treated as right/valid by the narrative.
...times have changed.
Now, being an asshole means always being right. Waller never faces meaningful consequences for her actions, and anyone who disagrees with her is treated as not having the stomach 'to do what has to be done'. Anyone who isn't Waller becomes a weak strawman.
When actions have consequences in Suicide Squad, and people are treated as being right to stand up to her...then Skyrocket would thrive in the Squad.
I wouldn't mind seeing Skyrocket on one of the Suicide Squads missions.

Kathryn Immonen and Ann Nocenti might be other female writers that could give Skyrocket a voice in the DCU.

Perhaps remembering what her parents told her before their deaths could give Skyrocket a new direction.
It's possible that the Argo Harness had other components to be attached to it and thus a reason to tweak her costume.
A lot of good back story all ready available with Skyrocket for a writer to take her to the A List.
