I feel Stark would since he'd cross lines just to win. Dr. Doom < Reed (as per comic logic), and Reed imo can best Pym and beat Banner (not by much), but Stark has shadyness on his side.

Tony builds some kind of doomsday weapon.

Pym builds something that would have been useful but then it accidentally turns into a new deadly threat for the Avengers.

Yes we've all said which two it comes down to. I have to say Reed because Doom doesn't have a huge advantage with all that prep. Doom is always prepped with the stuff in his armor but now Reed has everything he can come up with in ten years too.
